This is a first working draft of this section of our CBA, if you notice any ommissions or have any suggestions please let me know.
Free Agency Mechanism
The NFHL will use an agent based free agency system. All pending free agents, restricted and unrestricted will be divided among 2-4 agents whom the comissioner will appoint at his discretion. These agents will negotiate deals for their clients much like agents do in real life.
Unrestricted Free agents(UFA's)
For the NFHL, unrestricted free agents will be defined as they are in the NHL CBA. This means a player is eligible for unrestricted free agency if he is either 27 years old, or has 7 years of NHL service. This means the absolute earliest a player could become a UFA is at age 25.
Once a player becomes a UFA, his former team will be entitled no compensation should he sign elsewhere and he is free to sign with any team he chooses.
Restricted Free Agents(RFA's)
A restricted free agent is any player whose contract expires that does not meet the criteria to become an unrestricted free agent. These players remain property of the team and the team is due compensation should another team tender an offer sheet.
Offer Sheets
If a team wishes it may negotiate an offer sheet with the agent of an RFA. If a player should choose to accept an offer sheet the players current team will have 48 hours to either match the offer, or accept compensation. The team tendering the offer sheet must be able to pay the compensation within 2 years of tendering the offer.

Player Resignings
Teams will be able to attempt to negotiate extensions for their unrestricted free agents beginning immediately following the all-star break in the last season of the players contract. These negotiations will take place with the player's agent. A team may continue negotiating exclusively with the player up and until the free agency period begins, at which time the player can negotiate and sign with any team. A variety of factors will play into a players decision to resign, including money, state of the team, role on the team, ice time ect.
Other
No Trade Clauses
No trade clauses can be used as a bargaining chip in negotiations. These however are binding and cannot be waived as they are in real life.
Signing Bonuses
Since the NHL CBA states signing bonuses do count in their entirety against the cap, they are essentially useless and will not be permitted in NFHL.
